What is the best time of year to go to Pyeongchang in South Korea

What will be the weather at our next Winter Olympics in Pyeongchang in 2018? Pyeongchang is located in an area with a temperate continental climate with rainfall throughout the year. Although the olympics will be held in February which is one of the driest months.
