With an average of around 3800 hours of sunshine Las Vegas is a very sunny city all year round. Winters are mild and snow is rare. Best time to go to Las Vegas would be in early spring (March and April) or the last part of autumn (October and November). Temperatures are a bit milder and there is the least chance of rain.
